Obama's point about it being a "spending" bill is this: Keynes famously said it didn't matter if you employed people to dig holes in the ground, as long as you employed them. Ergo, Obama doesn't really care what the money is spent on.
Well, where shall one start?
1. IF you REALLY have to spend that money, why not build, just for instance, REFINERIES or NUCLEAR POWER PLANTS or HYDROELECTRIC projects?
2. IF you don't care WHAT you spend it on... why not DEFENSE? I mean, China is rising, Russia is belligerent, Iran just launched a satellite and is getting nukes... two wars ongoing... don't tell me that would be money wasted.
3. Abortions for the Third World? Even Keynes didn't say dig the whole in somebody else's country!
If only Obama had actually come up with HIS OWN spending plan, instead of just asking 532 congressional jackasses to blow the money on anything they wanted...
